Established to bring a disciplined, code-first approach to pressure-equipment engineering, JLR combines more than thirty years of hands-on experience — from workshop floor to operations-director level — with rigorous compliance and documentation. Every assessment we undertake is executed against a recognised design code, with defensible methodology, traceable records and a complete documentation pack on completion.
Our delivery model is deliberate. Inspection, engineering, estimating, procurement, quality assurance and project management are performed in-house. Where a scope requires fabrication or specialist examination, it is executed through a vetted network of qualified partner workshops and accredited NDT providers, selected for their certification and demonstrated capability — while JLR retains end-to-end accountability. For the client, there is one contracting party, one quality regime and one point of responsibility.
JLR is led by its founder and Managing Director, Joe Raats, an engineering professional with over thirty years in pressure equipment and heavy fabrication. His career spans workshop management, project and contract management, code-governed design interpretation and specialist pressure-equipment estimating, and he holds a Programme for Management Development from the Gordon Institute of Business Science (University of Pretoria). The company maintains a network of specialist associates — registered mechanical design engineers, accredited NDT practitioners and Approved Inspection Authorities — mobilised as each project requires.
